To determine target paces for training, this website has a great calculator based on VO2 max:

It recommends the percent of your weekly mileage should be spent on any given pace so that you can build your own training program.
There is also a calculator that allows you to program in your goal time on a given race, and it returns paces and sample workouts to help you achieve that goal.
